Accessibility statement
The Centre for Research on Sexual Violence against Children and Adolescents (ZEFSG) is committed to making the website www.zefsg.de accessible to all interested users. The legal basis for this comes from the Ordinance on the Creation of Barrier-Free Information Technology under the Act on Equal Opportunities of Persons with Disabilities (Barrier-Free Information Technology Ordinance – BITV 2.0), as amended on 21 May 2019.
The website was developed in accordance with the Web Content Accessibility Guidelines (WCAG) version 2.2, dated 12 December 2024. An evaluation of the website’s compliance with the accessibility requirements specified therein to improve accessibility, using the WAVE tool (Web Accessibility Evaluation Tool; http://wave.webaim.org/refer), found the site to be free of errors for the criteria tested.
The WAVE tool only tests accessibility requirements on a technical level, focusing on visual, structural and content-related barriers, as also outlined in BITV 2.0. Automated tests do not identify all barriers; manual content reviews are therefore also conducted to ensure that the Centre for Research on Sexual Violence against Children and Adolescents (ZEFSG) website is fully accessible as intended.
Compliance with BITV 2.0 requirements
The automated and manual tests conducted in October 2025 indicate that the website provides consistently good accessibility, according to the WAVE evaluation (WCAG 2.2) and BIK’s manual “Easy Checks” test (https://bik-fuer-alle.de/easy-checks.html – German only).
Sections found to be partially or fully inaccessible include:
- Explanations in plain language and German Sign Language (DGS)
- Subtitles in videos
- Accessible documentation
Updates and further improvements are currently underway and will be gradually incorporated into the website.

Arbitration procedure
In the event that federal public authorities fail to meet their obligations under the Act on Equal Opportunities of Persons with Disabilities (BGG) even after feedback has been provided, the BGG allows for a procedure through an independent Arbitration Service. Pursuant to Section 16 of the BGG, the independent Arbitration Service has been established within the office of the Federal Government Commissioner for Matters relating to Persons with Disabilities.
